CHP registration stop near Windsor leads to arrest

CHP alleges that Negie Fallis III gave a false name to police.

A routine stop for expired car registration Wednesday evening led to the driver's arrest on multiple charges, the California Highway Patrol said Thursday.

CHP spokesman Jonathan Sloat said the registration stop occurred at approximately 7:40 p.m. Wednesday, on the northbound Highway 101 off-ramp to Shiloh Road near Windsor.

An arrest came after Negie Fallis III, 48, of Stewarts Point, allegedly gave his son's identification to police instead of his own. Sloat said Fallis later acknowledged that he had allegedly given the false identification because he had an outstanding warrant.

Following is a report on the incident, according to a news release Thursday from Sloat:

"On Wednesday at approximately 7:40 p.m., CHP Officer Jonathon Todd was on routine patrol on  the northbound 101 off-ramp to Shiloh Road," the release said. "He was stopped behind a 1986 Acura, which the officer determined had expired registration.

"The officer initiated a traffic stop, and the Acura pulled into the Shell station on Hembree Lane," the news release continued. "The officer contacted the driver, who stated that he did not have his wallet with him."

Sloat said the driver wrote down his information, and identified himself as Negie Fallis.

"The officer observed that there was a small child in the rear seat who was not in a child safety seat," Sloat's release said. "The officer ran the information provided, which returned to a valid driver’s license.

"Due to computer issues, the officer could not pull up a photo of the driver," he said. "The driver signed the citation, and was ordered to remain at the location until someone brought a child safety seat."

About 30 minutes later, with computer issues resolved, the officer ran the driver’s information, and found that it was not the person he had issued the citation to, acording to Sloat.

"The officer returned to the gas station, and found that the driver was still waiting," he said. "The officer re-contacted him, and confronted him with the information.

"The driver stated that his name was Negie Fallis, III, and he had used his son’s information because he had a warrant," according to Sloat."A records check revealed that Fallis has a suspended license, and a warrant out for his arrest for petty theft."

Fallis was placed under arrest, and booked on charges of false personation of another to avoid prosecution, driving while suspended, having an improperly restrained child, no proof of insurance, and the outstanding warrant.
